[bug] GNU LGPL infringement

gcin 所使用的 GNU LGPL 版本有如下規定：

"Source code" for a work means the preferred form of the work for
making modifications to it. For a library, complete source code means
all the source code for all modules it contains, plus any associated
interface definition files, plus the scripts used to control compilation
and installation of the library.

在 Un*x 是符合規定的，但 win32 方面 gcin tarball 並沒有提供 scripts used to control compilation and installation of the library，所以這點違反了 GNU LGPL 規定。

可能的解決方法：

1. win32 方面使用其它 license

2. 上傳新的 tarball，收錄 visual studio solution file 或其它必要的相關檔案

3. 新版 gcin 全面使用其它 license
